    Brittany SilVestri, MBAH, Hudson Headwaters

    Brittany is the Regional Practice Leader at Hudson Headwaters and was previously with Ellis Medicine.  She holds a Bachelors Degree in Psychology from Siena College and earned an MBA in Health Care Management from Union Graduate College and is a member of the National Association for Healthcare Quality.


    Margaret SuROwka, Esq., BarclayDamon, LLP

    A former general counsel at the New York State Dental Association with over 20 years of legal experience, Margaret primarily concentrates her practice on representing individual health care providers and facilities in licensure, disciplinary, and ethics proceedings. She routinely counsels clients facing Medicaid, Medicare, and other governmental investigations and audits as well as assisting with employment and contract matters. She assists clients with compliance programs and has successfully represented health care entities with significant disclosures to the federal and state government. Margaret also
    defends clients facing license revocation and represents them in disciplinary matters before the Office of Professional Medical Conduct and the Office of Professional Discipline. Margaret additionally represents employers from other industries in matters before the NYS Division of Human Rights. Her
    familiarity with NYS and New York City lobbying laws helps her navigate clients' lobbying-compliance issues and audits.


    Lora-Ashley Lusabia, HIXNY

    Lora-Ashley is the Manager of Account Services for Hixny, an information technology service provider in Albany.  She is Lean Six Sigma Green Belt certified.  Lora-Ashley earned her undergrad degree from SUNY, Albany and her MA in Integrated Marketing & Communications from Marist College.

    An important reminder that our voices need to be heard!


    The Legislative Committee of New York MGMA encourages you to participate at the annual MSSNY [Medical Society of the State of New York] Physician’s Advocacy Day to be held on March 4, 2020. This is an excellent opportunity for you to speak out for your patients and physicians on issues and policies that matter to you.

    During this day, you will be given the tools you need to meet with your state legislator(s) and discuss bills under consideration. You are invited to schedule one-on-one encounters which will allow you to encourage Senators and Assembly members to support legislation which is crucial to your practice and beneficial to the patients you serve.     This year’s event will be held at the Lewis Swyer Theater at The Egg in Albany from 8:00 AM to 12 PM, followed by a catered lunch.  In the early afternoon, you can meet with your State Senator and your State Assembly representative and / or their staff members who handle healthcare issues.

    FAQs:

    •    Do I or do the doctors in my practice need to be a member of MSSNY to participate? No, you do not. Our voices are heard better while in large numbers.

    •    What is the legislative agenda for MSSNY in 2020? Avoiding Medicaid cuts, Medical liability reform, health insurance reform, and quality of care are some of the issues detailed in the 2020 MSSNY Legislative Program. Download a copy of the MSSNY Legislative Program.

    •    Does my voice really matter? Yes, it does! As a result of previous Advocacy Days, state legislators have supported bills we championed and opposed bills which caused undue burden on physician practices.

    •    Will this one Advocacy Day event create change? Advocacy is a marathon. For long-term impact, you must continue to meet and speak with state legislators. In order to effect positive change, they need the facts and figures which we can provide them.

    •    How do I find out who my legislators are? Here are three sites which you can use to find your legislators. Simply enter your home or work address: OpenStates; New York State Senate; New York State Assembly.

    •    Where is The Egg? The Egg is within the Empire State Plaza in Albany, NY. Please note: Putting “The Egg” or “Empire State Plaza” into GPS or other mapping systems will not necessarily bring you to The Egg. We suggest taking Route 787 and exit at the “Empire Plaza.”

    Risk & Compliance Management
    Led by the Connecticut MGMA in collaboration with the NY MGMA, PA MGMA, VA MGMA, and WV MGMA.

    What do you do when you think there has been a breach of PHI? Are you really sure it was a breach? Could it have been a security incident? A privacy incident? What are the first steps you take to identify what occurred? Who needs to be notified? What do you do to resolve the problem? What if the incident involved a Business Associate? These and other questions and recommendations will be explored in this session with a Privacy Officer and a Security Officer.

    As Director of IRO Services, Ms. Alexander supports clients under Corporate Integrity Agreements with the HHS OIG in meeting their specific compliance obligations associated with CIA terms. Her areas of consulting expertise include HIPAA Privacy, 42 CFR Part 2, HIM, Home Health and Hospice coding and billing compliance, Medicare and Medicaid payment policy, regulatory compliance, and rapid-cycle process improvement. Ms. Alexander is a board-certified fellow (FACHE) in healthcare management through the American College of Healthcare Executives, maintains certification in healthcare compliance (CHC) through HCCA, and is a certified Home Health and Hospice Coding Specialist (HCS-D & HCS-H) through the Association of Homecare Coding and Compliance (AHCC).

    She earned her Bachelor of Science in Health Administration from the University of Phoenix and holds an MBA from The George Washington University.

    Mr. Hadley, a Certified Information Systems Security Professional (CISSP) and a Certified HealthCare Information Security & Privacy Practitioner (HCISPP) provides consulting services to healthcare and healthcare related entities in identifying security risks and accomplishing risk management goals related to cyber and information security.

    Additionally, he assists clients in performing HIPAA Security Assessments and Risk Analyses with a focus on implementing practical measures to manage and reduce the risk of losing protected data.

    Mr. Hadley is dedicated to educating clients about cybersecurity and empowers them to adopt best practices in keeping their organizations safe from threats. He assists in development of information security programs in large and small entities.

    Mr. Hadley is a graduate of Fairfield University.

    Frances primarily concentrates her practice on health care and risk-management issues. She routinely counsels physicians, physician groups, dentists, hospitals and health systems, nursing homes, and other providers on matters involving professional misconduct, professional liability, medical-staff issues, scope of practice, mandated reporting, peer review, and regulatory
    compliance. Frances also handles consent for treatment and surrogate decision making, patient care, EMTALA, and health information privacy issues.

    A former Town of Schroeppel town justice, Frances is also trained in alternative dispute resolution and has mediated and arbitrated a variety of civil actions and disputes. She routinely publishes industry articles and presents educational programs on legal matters to hospitals, medical and dental practices, and trade associations.

    Patty concentrates her practice on civil litigation, administrative law, and appellate work, representing both private and public entities in environmental law, land use and zoning, and regulatory law. Patty works collaboratively with clients across multiple industries to achieve their unique goals, whether to permit a large
    industrial or commercial project or to defend those projects against legal challenges.

    Patty regularly represents clients before administrative agencies that include the NYS Public Service Commission and the NYS Department of Environmental Conservation as well as the trial and appellate courts across New York State.

    Patty previously worked for judges at all levels of the court system, from the trial level through the intermediate appellate courts to the California Supreme Court, and uses her knowledge of the judicial decision-making process to inform her case strategy, preparation, and presentation.

    Mary Kelly, PhD, CSP, CDR, US Navy (ret)

    Dr. Mary Kelly is an internationally recognized economist, author, and speaker who shares her perspective on creating strong leadership, productivity and communication.

    In 21 years as a Navy intelligence and logistics officer, Mary trained more than 40,000 military and civilian personnel. Mary holds a degree from the U.S. Naval Academy, master’s degrees in both in Economics and History, and a PhD in economics. She has more than 20 years experience teaching economics, finance, leadership, and management at the Naval Academy, the Air Force Academy, and Hawaii Pacific University.

    Mary is also a member of MENSA and the American Economics Association. She is the recipient of the U.S. Air Force Academy Outstanding Educator and Instructor of the Year awards.
